    Minutes from August were approved by Paul and Kevin seconded.

    The Treasurer’s report for August was read and approved. Paul motioned and all present seconded.

    Checks were signed.

    The proposed new budget was read for a second time.  Paul motioned to accept the new budget, all present agreed.

    The council discussed increasing the clerks monthly pay with the increased amount of duties.  It was proposed to increase pay to $250/month and all agreed.

    Business

    • Paul has had trouble scheduling the sidewalk work.  The company put him in contact with upper management.  The contract has been signed but if the work is not scheduled soon, the city will have to find a new vendor. 
    • The city discussed soliciting for a vendor to contract for this winter’s snow removal/salting.  Bids will be advertised on our website and social media and bids would need to be received by October 29th.
    • Paul looked at the apartments and asked a letter to be sent to each owner regarding building conditions and the concern for fire violations with homeless persons sleeping in walkways.
    • One resident has cleared the easement on their property but no other resident that received a letter has cleared theirs.  Paul will get quotes from a company to clear individual easements so that the bill will be sent to the residents and if not paid a lien put against the house.  Discussed having a lawyer on retainer and discussed the fine amount and lawyer costs that would be passed to the homeowner.
    • A resident stated that a contractor went through his yard to reach a person’s property and the person stated that they had to go through his yard because of the overgrowth.  Resident doesn’t want people walking through his property  
    • The ordinance pertaining to the cameras was updated.  Kevin suggested that the clerk keep a log of all open records requests.

    The Treasurer’s report for July was read and approved. Paul motioned and all seconded.

    The budget proposed for the year had its first reading.  Barabara caught a couple mistakes in the budget that will be corrected.

    Business

    • Adding the cameras to the City’s insurance policy will cost $269 per year.  Paul motioned to approve and all agreed.
    • LG&E came and straightened the leaning lamp post.
    • Paul and the sidewalk contractor have had trouble reaching each other to schedule a date for work.
    • A resident asked about a missing camera on Brentmoor/Earlham and Kevin explained that the camera had malfunctioned and is being replaced/  Kevin emphasized again that the cameras cannot be used for traffic violations.
    • A second reading of the camera ordinances had a second reading.  All Commissioners agreed with the ordinance and it was signed.  After, a resident brought forth the wording of the ordinance pertaining to the cameras being self contained.  Discussion about the sim card transmitting off-site ensued.  Kevin will change the ordinance to clarify and bring to the next meeting.
    • Kevin brought forth concerns with the MSD easement.  Paul spoke to a resident who received a violation letter and does not believe it is her property.  The clerk sent maps to confirm it is said resident’s property.  Paul will discuss with the resident directly.
    • A resident stated that a solicitor was in the neighborhood.  Kevin had already contacted the company the solicitor was with and they stopped.  Kevin suggested checking into companies advertising on our website.  
    • A resident asked about rules of neighbors dumping garbage behind their garage.  A discussion on next steps ensued.
    • The clerk announced the website is live. The developer had some changes to make and the clerk is still transferring data onto the new website but it is fully functional.
    • Kevin brought forth an idea about having a mass text.  It would cost a fee but an idea to look into to get info out promptly to residents.
    • Barbara brought up the poor conditions of the apartment buildings.  The clerk brought up a complaint from an apartment resident of homeless people sleeping in the stairwell of at least one building.  A send will go out to that building for fire violations.
    • Paul will call Rumoke about the entrance garbage cans not being emptied.

    The Treasurer’s report for June was read and approved. Paul motioned and all seconded.

    The deposit for the sealcoating project was half of the total cost.

    Chek written to Tony’s Tree Service for $2600 was issued.

    Business

    • Paul updated everyone on the sealcoating project.  Many residents are angry that the schedule has been delayed but it has rained and no work is done on Wednesdays, so as not to interrupt garbage pick-up.  There are four phases to the work and half is done.  Friday is scheduled to do the end of Claremoor, end of Ashmoor and Farnham.  Paul has tried to reach LG&E about the front entrance work being done but cannot get an answer.  If they close the entrance on Friday then the sealcoating will be delayed so people can leave the neighborhood.  The police are watching from 11-6 at $75/hr.
    • 1809 Claremoor has a tax debt that has been bought and the city is listed under lawsuit.  Paul will check if there are liens on the house. (Clerk found an unreleased lien).
    • The light pole in the 1600 block of Ashmoor that is leaning has a work order with LG&E.
    • The sidewalks have been very difficult in getting estimates.  There were two received estimates.  The first was for $15k and Paul felt there were many red flags with this company.  Sam The Concrete Man quoted $8900 that includes a sealer to warranty the work for one year.  He was very detailed and professional.  Paul motioned and the board unanimously approved.
    • Kevin and Jason wrote proposed ordinances for the cameras.  Kevin stated that Kentucky has no laws against cameras.  Home rule authority allows the city to pass laws to protect the public and install cameras, within the purview that the law allows.  The cameras will not be used to ticket persons.  Kevin introduced a video retention ordinance and a video open records ordinance.  Two readings are required and Paul read into record the first reading.  Kevin said that the open record request has to be provided but it does not have to fall into 5 days.  No video can be emailed and the request will have a $40 fee.  The clerk has to be the controller of the video.  Kevin states that only quality thumb drives should be allowed so as not to compromise the video.  The video feed is saved for 12 days so all requests will need to be made within that window.  Bowen often does not abide by the agreement with Moorland.  There is no one watching the cameras and is connected through sim cards.  Paul brought up whether we would need to comply with police if they request feed, yes Moorland would need to comply.  Copies of ordinances will be posted on the website when they have been read twice.  Barbara needs to be called to make sure the cameras are insured.  Moorland hasn’t bought anything with the EIN# in so long that we have no credit.  The streaming requires a deposit of $500 up front, which should cover the cost for a year.
    • Paul suggested a sign to be installed prior to the start of the school year on August 7th to inform parents of the rules and the video.  Jason suggested a newsletter with all expectations to parents.
    • A resident is against the company that makes the cameras.  It is a Chinese company that has done wrongs in China and he has concerns with the political implications of using Chinese products.  Kevi stated it was too late now and that he did not know the controversy of the company.  Suggestion that the camera video request be published for transparency.
    • A resident has concerns with the MSD easement overgrowth.  The clerk will prepare letters of notice to residents in violation.
    • Tammy would like to be added to the email list.

    Barbara reported bill for pole installed received and paid for $2600

    Barbara reported two delinquent tax bills and after months attempting to retrieve will now move to start a lien on the said properties. 

    Business

    • Residents asked why the cameras are being installed.  Kevin explained the many problems that have occurred over the years.  All questions were answered and understood.
    • The light pole on Ashmoor is leaning from a bus that regularly comes into the neighborhood.  Paul will call LG&E to have it repaired.
    • Paul asked Jamie to post the Yard Sale on Facebook.
    • Paul proposed repairing multiple areas of damaged sidewalks since we will be repairing one.  Contractors don’t want to do such a small job but it may prove to be beneficial to do multiple.  Photos were displayed of areas of damage.  Commissioners approve.
    • AT&T reached out to Paul to remove copper wire.  Paul will call to discuss further.
    • Down to Earth wants to schedule the sealcoating on the roads June 30th.  The contractor wants to powerwash the culdesac because the mud from the flood damage left a layer that will not hold seal if not cleared off.  The contractor wants to shut down the entire road even though he previously stated only half the road.
    • Commissioners agreed that the website/Facebook/Nextdoor needs a post on grass cutting, keeping easement clear, and tree limbs hanging low over sidewalks.  Discussion of complaints regarding 1800 Claremoor overgrowth ensued.
    • Kevin brought up the solicitors in the neighborhood.  Jason had Terminex come to his home at 9:30 at night.  The city has no soliciting but someone brought up that each homeowner needs to have a sign in front of their home.

    • Fifteen delinquent taxes are on the book and second notices will go out Wednesday.
    • Barbara asked for a copy of Tony’s Insurance, Paul was able to get an emailed copy and send an email to Barabara for her records.  Tony’s check was issued.
    • The snow removal bill was approved.

    Business

    • Jason posted questions to residents on the Facebook page about what they would like to see in a new website.  There was very little feedback.  Jamie will post again asking for old Moorland photos.
    • Paul has an updated contract for the seal coating for $61,900.  The new company will not close the entire road, but will do half the road at a time with a quick dry time, allowing residents to operate on the roads faster.  The contract is signed and will be scheduled at a later date.
    • Kevin brought up that the cameras should be on their own poles to avoid conflict with LG&E.  The camera would need to be at least 12 ft off the ground.  The board discussed the location of the cameras and the need to cover Earlham from the four way stop sign to school, as well as the entrance to the neighborhood.  Suggestions on having two more cameras installed covering both directions of Farnham were discussed.
    • The board will start to update the ordinances starting next month, doing a few at each meeting to update and simplify them for the new website.

    Business

    • Paul will mark the spots where the poles for the cameras will be located.  Kevin suggested installing an extra pole so that each camera was on a separate pole for better visibility.  The board approved.  Barabara needs an itemized contract.  Jamie will send letters to residents that will have a pole in front of their home.
    • Jamie showed the new website to all and asked for any suggestions.  Everyone liked it and suggested adding some new photos.
    • Rumpke is sending a new contract to span the next three years.  Everyone agrees to sign the contract.
    • Barabara suggested making an ordinance to make sure that Moorland is not a sanctuary city.  Discussion ensued about whether it was necessary and having a public discussion and multiple readings.  Nothing was decided.
    • Paul and Tammy discussed the sidewalk repair.  Tammy will give the information of the person she talked to about the repair and Paul will reach out to him.  The board needs to make sure the contractor is insured.
    • Kevin said that the neighbor that has the damaged mailbox from the plows still hasn’t had it repaired.  Kevin will make sure the neighbor knows that time is of the essence.
    • Barbara stated that there are three homeowners with delinquent taxes and at the next meeting the board can discuss putting liens on those homes.
    • Discussed Lumos Fiber and what benefits Moorland would receive by allowing them into the city.  It is suggested that if they cannot offer a better deal than Spectrum or AT&T then it doesn’t benefit Moorland.

    The Treasurer’s report for March was read and approved. Paul motioned and Angela seconded.

    Business

    • Grace, a representative from Lumos, came to discuss her company coming to the area.  Lumos is a fiber company that just partnered with TMobile and will soon be rebranded TFiber.  The company has been operating for 20 years and is expanding to cover 10 states.  The fiber is 1 ¼” and 24-36 below ground and all boxes/equipment is also below ground.  All of Jefferson county will be covered in 3 ½-4 years and once the project is started it will become active in about 5 months.  The non promotional price at this time is about $80/month.  If Moorland approves, Lumos Fiber will be available early 2026.  Grace will send more paperwork and videos to show the City.
    • Broken light post is fixed.
    • Paul received a verbal quote to install the poles for cameras but will forward the written quote when he receives it.  $650/pole
    • Tammy requested a date for the sidewalk repair in front of her home.  She is planning projects in her yard when the work is finished.  Paul said work will be done next week.
    • Jamie passed around print outs that Keena sent on the new website.  They will meet to discuss the progress and any changes.
    • Kevin suggested we send a letter to a house on Ashmoor that continuously parks on the speed humps.
    • Paul took a vote to approve the poles being installed.  All approved.  Paul took a vote to have the cameras installed.  All approved.  
    • Discussed the need for the surveillance signs.  Signaroma will charge $250/sign.  Paul looked on Amazon and found them for $10/sign.  They are 10×7 and we will need at least four, possibly seven.  Paul asked for a vote on signs being installed for $25/sign.  All approved.
    • June 7th is the first Saturday in June and will be the annual yard sale.  Neighborhood sign to go out May 31st.
    • Kevin suggests a reminder to keep the ditch clear with Spring and all things growing.

    Business

    • Discussed the cameras on the electrical poles.  Everyone agreed that the cameras need to be on their own posts so that there isn’t a conflict with utilities.  Four cameras, two on Farnham and two on Earlham.  Checking into another company’s cost for making signs.  The cost to install the four posts for the cameras is about $2040 but Kevin will get a solid estimate. 
    • Light post at the front entrance is broken from the last snow storm and someone will call LG&E.
